Analyzes the political response of the Indian government under Prime Minister Narasimha Rao, to the demolition of the Babri Mosque at Ayodhya. Ineffectivity of the ban on communal organizations; Inability of Rao to heed warnings of leaders and associates; Attempts to construct a Ram temple; Inadequacy of response by intellectuals to communalism.
